54 U.S.C. § 308602 — United States African-American Burial Grounds Preservation Program

(a) In General. The Secretary must set up a program inside the Service. It is called the "United States African-American Burial Grounds Preservation Program." (b) Duties of Secretary. To run the Program, the Secretary must work with the National Trust for Historic Preservation and with members of the African-American heritage community. Together they build a plan for giving out grants, following section 308603(a). (c) Donations. The Secretary may accept money donations to help pay for this chapter's goals. (d) Consent of Private Property Owner Required. A burial ground can only be considered for a Program grant if two things are both true: (1) the property owner agrees to it, and (2) an individual, landowner, private or nonprofit group, or a State, Tribal, or local government asks for it.
