(a) Each federal department, agency, independent commission, or other unit, with help from the Department of Agriculture, must review the laws, administrative rules and regulations, policies, and procedures that apply to it. The review must determine whether any provision would stop the unit from taking appropriate action to fully comply with this chapter.

(b) Each such federal unit, with help from the Department of Agriculture, must, when appropriate, develop proposals for action to bring its programs, authorities, and administrative activities into conformity with this chapter’s purpose and policy.
