10 U.S.C. § 180 — Service academy athletic programs: review board

(a) Independent Review Board The Secretary of Defense must appoint a board to review how the athletics programs are run at the U.S. Military Academy, the U.S. Naval Academy, and the U.S. Air Force Academy. (b) Composition of Board The Secretary picks board members from distinguished college administrators, members of Congress, members of the academies' Boards of Visitors, and other college-athletics experts. The three academy Superintendents are automatically members. The Secretary names one member, who is not a Superintendent, as Chairman. (c) Duties Every year, the board must: (1) review all parts of the three academies' athletics programs, including (A) the policies for running these programs, (B) whether each academy properly balances athletics against academics, and (C) whether every athlete in every sport is treated fairly; and (2) figure out how the academies' athletics administration could serve as a model for civilian colleges. (d) Administrative Provisions (1) Each board member who is not a federal officer or employee is paid, for each day (including travel time) spent on board work, at the daily rate of Executive Schedule Level IV basic pay. Members who are federal officers or employees serve without extra pay beyond what they already receive. (2) Board members are allowed travel expenses, including a daily meal-and-lodging allowance, at the rates federal employees get under title 5, chapter 57, subchapter I, while away from home for board work.
