10 U.S.C. § 18502 — Reserve components: supplies, services, and facilities

Each military branch's Secretary must give reserve units the supplies and facilities they need. The Secretary may provide these supplies free of charge when that serves the nation's interest. Free supplies given under this section can later be taken back or given to someone else.
(a) The Secretary in charge of each military branch must give the reserve units under that branch the supplies*, services, and facilities from that branch's armed forces* that the Secretary considers necessary to support and develop those reserve components.
(b) If the Secretary decides it's in the best interest of the United States, the Secretary may issue these supplies to the reserve units for free — without charging the reserve units' appropriations for the cost or value of the supplies, or for any related expense.
(c) The Secretary of the Army* or the Secretary of the Air Force may also give extra supplies to the Army National Guard* or Air National Guard*, on top of what those Guards already get under other laws (title 32, sections 106, 107, and 702). If the Secretary decides it's in the nation's best interest, these extra supplies are also given free of charge, without being charged to the National Guard's appropriations.
(d) Any supplies issued for free under subsection (b) or (c) may later be repossessed or redistributed, in whatever way the Secretary concerned* decides.
The Secretary concerned* shall make available to the reserve components under his jurisdiction the supplies*, services, and facilities of the armed forces* under his jurisdiction that he considers necessary to support and develop those components.
Whenever he finds it to be in the best interest of the United States, the Secretary concerned may issue supplies of the armed forces under his jurisdiction to the reserve components under his jurisdiction, without charge to the appropriations for those components for the cost or value of the supplies or for any related expense.
Whenever he finds it to be in the best interest of the United States, the Secretary of the Army* or the Secretary of the Air Force may issue to the Army National Guard* or the Air National Guard*, as the case may be, supplies of the armed forces under his jurisdiction that are in addition to supplies issued to that National Guard* under section 702 of title 32 or charged against its appropriations under section 106 or 107 of title 32, without charge to the appropriations for those components for the cost or value of the supplies or for any related expense.
Supplies issued under subsection (b) or (c) may be repossessed or redistributed as prescribed by the Secretary concerned.
