10 U.S.C. § 20109 — Policy for order to active duty based upon determination by Congress

If Congress needs more space-operations units than active-duty members provide, off-duty members get called up. They stay on duty as long as the need continues.
Whenever Congress decides more units and organizations able to conduct space operations are needed for national security than are available among Space Force members already serving on active duty*, Space Force members not serving on active duty must be ordered to active duty and kept there for as long as they're needed.
Whenever Congress determines that more units and organizations capable of conducting space operations are needed for the national security than are available among those units comprised of members of the Space Force serving on active duty*, members of the Space Force not serving on active duty shall be ordered to active duty and retained as long as so needed.
