10 U.S.C. § 2032 — Responsibility of the Secretaries of the military departments to maximize enrollment and enhance efficiency

(a) Coordination. When establishing, maintaining, transferring, or ending Junior Reserve Officers’ Training Corps units under section 2031 of this title, each military department’s Secretary must act in a coordinated way. The goal must be to maximize enrollment in the Corps and improve administrative efficiency in managing the Corps.

(b) New schools and consolidations. In carrying out subsection (a), a military department Secretary must consider:

(1) the opening of new schools;

(2) the consolidation of schools; and

(3) whether it is desirable to continue giving Corps participation opportunities to participants whose continued participation would otherwise be harmed by new school openings and school consolidations.
