This section allows a military department’s disbursing official, when authorized by the Secretary of Defense, to pay another Department of Defense agency’s obligations from available advances. The payments are charged to the proper appropriation and adjusted in the official’s accounts.
As far as authorized by the Secretary of Defense, a disbursing official of a military department may, out of available advances, make disbursements to cover obligations related to any function, power, or duty of another department or agency of the Department of Defense and charge those disbursements on vouchers, to the appropriate appropriation of that department or agency. Disbursements so made is adjusted in settling the accounts of the disbursing official.
