10 U.S.C. § 229 — Programs for combating terrorism: display of budget information

(a) Submission With Annual Budget Justification Documents. As part of the President's yearly defense budget materials, the Secretary of Defense had to give Congress a combined budget report, in both classified and public versions, covering all Department of Defense programs and activities for fighting terrorism. (b) Requirements for Budget Display. This report had to include: (1) how much money is requested for each program, project, and initiative that supports the anti-terrorism effort, broken down by appropriation and area, with an explanation of why that funding level was requested; and (2) a summary of spending estimates — for the current year, the coming budget year, and future years — for the anti-terrorism program. (c) Explanation of Inconsistencies. The Secretary also had to identify and explain: (1) any differences between the budget report's numbers and the numbers given to the Office of Management and Budget for the President's separate report to Congress on counterterrorism funding; and (2) any differences between how anti-terrorism programs were actually funded and used, and how Congress said they should be funded, in both laws and legislative history. (d) Department of Defense Combating Terrorism Program. This term means all Department of Defense programs, projects, and activities related to fighting terrorism, both inside and outside the United States. (e) Termination. This whole reporting requirement ended on December 31, 2020, and no longer applies.
