Military departments may make installations and specified services available to people without adequate shelter, without reimbursement, when military readiness is protected. Cooperation with State, local, and charitable organizations is required, and Defense must issue regulations.

(a) A military-department Secretary may make installations available to shelter people without adequate shelter and may provide incidental services without reimbursement. The Secretary must cooperate with appropriate State and local governments and charities and, as far as practicable, use their people and services to decide who receives shelter and under what circumstances.

(b) Incidental services may include utilities, bedding, security, transportation, facility renovation, minor repairs specifically making shelter space suitable, and property-liability insurance.

(c) Shelter and services may be provided only as far as the Secretary determines they will not interfere with military readiness or ongoing military functions.

(d) The Secretary may provide bedding without reimbursement to homeless shelters run outside Defense, but only when doing so will not interfere with military requirements.
