10 U.S.C. § 2785 — Remittance addresses: regulation of alterations

The Secretary of Defense must control changes to payment-remittance addresses. A payment address supplied by the person authorizing or requesting payment may not be changed by the person preparing the payment, and other changes require a request from the payee and an authorized different employee.
The Secretary, through the Under Secretary of Defense (Comptroller), must regulate controls on changing remittance addresses. The regulations must ensure that (1) an address supplied by the Defense officer* or employee authorizing or requesting a payment is not changed by an officer or employee authorized to prepare it; and (2) an address is changed only when the person to whom payment is to be sent requests the change and an authorized officer or employee who is not covered by (1) makes it.
The Secretary of Defense, acting through the Under Secretary of Defense (Comptroller), shall prescribe regulations setting forth controls on alteration of remittance addresses. Those regulations shall ensure that—
a remittance address for a disbursement that is provided by an officer* or employee of the Department of Defense authorizing or requesting the disbursement is not altered by any officer or employee of the department authorized to prepare the disbursement; and
a remittance address for a disbursement is altered only if the alteration—
is requested by the person to whom the disbursement is authorized to be remitted; and
is made by an officer or employee authorized to do so who is not an officer or employee referred to in paragraph (1).
