If an agency head thinks a bid or proposal shows an antitrust-law violation, the agency head must refer it to the Attorney General.
If the head of an agency* believes that a bid or proposal shows a violation of the antitrust laws, the agency head must refer the bid or proposal to the Attorney General for appropriate action.
If the head of an agency* considers that a bid or proposal evidences a violation of the antitrust laws, he shall refer the bid or proposal to the Attorney General for appropriate action.
