10 U.S.C. § 381 — Consolidated budget

(a) Consolidated Budget. When the President submits the yearly budget to Congress under section 1105 of title 31, it must set out — by budget function, as its own separate line item — the amount requested for the Department of Defense's security cooperation programs and activities for that fiscal year. This includes programs run by the military departments. Where practical, the budget must also show the specific country or region for each program and the legal authority behind it. (b) Semiannual Report on Use of Funds. The Secretary must send Congress a report on how the Department of Defense obligated and spent money for security cooperation programs and activities. One report covers the first six months of the year and is due by August 31 of that year. The other report covers the second six months of the previous year and is due by February 28 of the following year.
