10 U.S.C. § 665 — Procedures for monitoring careers of joint qualified officers

The Secretary of Defense, advised by the Chairman of the Joint Chiefs of Staff, must establish procedures to monitor the careers of joint qualified officers and other officers who serve in joint assignments. The Joint Staff must monitor promotions and assignments and advise on joint personnel matters.
(a) Procedures. (1) With the Chairman’s advice, the Secretary of Defense must establish procedures to oversee the careers of (A) officers designated as joint qualified officers and (B) other officers serving in joint duty assignments. (2) The oversight must include monitoring implementation of the career guidelines in section 661(e).
(b) Joint Staff. The Secretary must take needed action to improve the Joint Staff so it can: (1) monitor promotions and career assignments of joint qualified officers and other officers who served in joint assignments; and (2) otherwise advise the Chairman on joint personnel matters.
The Secretary of Defense, with the advice of the Chairman of the Joint Chiefs of Staff, shall establish procedures for overseeing the careers of—
officers designated as a joint qualified officer*; and
other officers who serve in joint duty assignments.
Such oversight shall include monitoring of the implementation of the career guidelines established under section 661(e) of this title.
The Secretary shall take such action as necessary to enhance the capabilities of the Joint Staff so that it can—
monitor the promotions and career assignments of officers designated as a joint qualified officer and of other officers who have served in joint duty assignments; and
otherwise advise the Chairman on joint personnel matters.
