The Secretary of the Navy may create enlisted grades and ratings. These are needed to properly run the Navy and Marine Corps.
This section is one undivided provision. The Secretary of the Navy has the authority to set up enlisted grades and ratings — that is, ranks and job categories for enlisted sailors and Marines. The Secretary can create as many as are necessary to properly administer (run) both the Navy and the Marine Corps.
The Secretary of the Navy may establish such enlisted grades and ratings as are necessary for the proper administration of the Navy and the Marine Corps.
