The Secretary of the Navy decides how many officers and enlisted members work in flying and aircraft-related jobs. This number must match what naval aviation actually needs.
This section is one undivided provision. It says how many Navy and Marine Corps officers and enlisted members are assigned to duty involving flying, or other duties connected with aircraft. That number must follow the requirements of naval aviation, and the Secretary of the Navy is the one who determines what those requirements are.
The number of officers and enlisted members of the Navy and the Marine Corps detailed to duty involving flying and to other duties in connection with aircraft shall be in accordance with the requirements of naval aviation as determined by the Secretary of the Navy.
