10 U.S.C. § 8468 — Board of Visitors

(a) Each year, a Board of Visitors is formed for the Academy. It includes: the chair of the Senate Armed Services Committee (or that chair's designee); the ranking member of that committee (or designee); two more senators picked by the Senate Majority Leader, one of whom sits on the Senate Appropriations Committee; two more senators picked by the Senate Minority Leader, one of whom sits on Senate Appropriations; the chair of the House Armed Services Committee (or designee); the ranking member of that committee (or designee); two more House members picked by the Speaker, one of whom sits on House Appropriations; two more House members picked by the House Minority Leader; and six people picked by the President. (b) The President's six picks each serve three-year terms. A member stays on the job until a successor is named, even after the term ends. Each year the President names two new people to replace the two whose terms are ending. (c) If a Board member dies or resigns, whoever originally picked that member picks a replacement to finish out the term. (d) The Board must visit the Academy once a year. With the Secretary of the Navy's approval, the Board or its members can make other visits too, to do Board work or talk with the Academy's Superintendent. (e) The Board looks into morale, discipline, the curriculum, teaching, physical equipment, money matters, teaching methods, and anything else about the Academy the Board decides to look at. (f) Within 60 days of its annual visit, the Board must send a written report to the President and to the House and Senate Armed Services Committees, covering what it did and its views and recommendations. If the Board makes any other visit besides the annual one, and a majority of members approve a report on it, that report also goes to the President and those committees within 60 days of the approval. (g) With the Secretary's approval, the Board can call in advisers to consult with. (h) Each Board member and each adviser gets reimbursed for travel expenses under government travel rules while doing Board work. (i) A majority of Board members can call one official Board meeting per year. A member may attend that meeting in person at the Academy, or remotely if the member chooses.
