The Navy Secretary can buy fuel in whatever way he thinks is best. He can choose the type of fuel that fits the Navy's needs. The law gives him broad discretion here.
This section gives the Secretary of the Navy wide freedom when buying fuel for the Navy. He can use whatever purchasing method he thinks is proper. He can also choose whichever kind of fuel is best suited for how it will actually be used, rather than being locked into one fixed process or fuel type.
In buying fuel, the Secretary of the Navy may, in any manner he considers proper, buy the kind of fuel that is best adapted to the purpose for which it is to be used.
