This section authorizes the Secretary of the Navy to buy and sell designated articles, clothing, equipment, subsistence supplies, and other supplies. It specifies eligible buyers, prices, payment methods, locations, and when Navy or Marine Corps subsistence appropriations may be used.

(a)(1) The Secretary of the Navy must buy and sell, for cash or credit— (A) articles the Secretary designates to members of the Navy and Marine Corps; and (B) individual clothing and equipment to Navy and Marine Corps members, subject to restrictions the Secretary sets. (2) The Navy must keep an account of credit sales and report the amount owed to the Secretary. Except for articles and items bought with working-capital funds under section 2208 of this title, articles must be sold at cost. Individual clothing and equipment must be sold at average current prices, including overhead, as the Secretary determines. (b) The Secretary must sell subsistence supplies to members of other armed forces at the prices charged for similar property sold to Navy and Marine Corps members. (c) The Secretary may sell serviceable supplies other than subsistence supplies to members of other armed forces for those members’ use in the service. The prices must match the prices for similar property sold to Navy and Marine Corps members. (d) A person honorably discharged, or discharged under honorable conditions, from the Army, Navy, Air Force, Marine Corps, or Space Force may buy subsistence and other supplies, except uniform articles, if that person is receiving care and medical treatment from the Public Health Service or the Department of Veterans Affairs. The prices must match those for similar property sold to Navy and Marine Corps members. (e) Under conditions set by the Secretary, exterior uniform articles may be sold to a person honorably discharged, or discharged under honorable conditions, from the Navy or Marine Corps. The price must match the price for similar articles sold to Navy or Marine Corps members. This subsection does not change section 772 or 773 of this title. (f) Under regulations set by the Secretary, payment for subsistence supplies must be made in cash or by commercial credit. (g)(1) The Secretary may arrange to buy and sell stores designated by the Secretary to civilian officers and employees of the United States, and to other people the Secretary considers proper— (A) at military installations outside the United States; and (B) at military installations inside the United States if, subject to paragraph (2), the Secretary determines that obtaining those stores from commercial businesses would be impracticable for those officers, employees, and people without harming the efficient operation of military activities. (2) Inside the United States, paragraph (1) permits sales to civilian officers and employees only if they live on military installations. (h) Navy or Marine Corps subsistence appropriations may be used to buy subsistence supplies for sale to Navy and Marine Corps members on active duty, for those members’ use and the use of their families.
