After August 2, 1954, no mortgage or loan may be insured under this subchapter unless the Secretary issued a commitment to insure it on or before that date.
Despite other provisions of this subchapter, after August 2, 1954, no mortgage* or loan may be insured under any section of this subchapter except under a commitment to insure issued on or before August 2, 1954.
Notwithstanding any other provision of this subchapter, no mortgage* or loan shall be insured under any section of this subchapter after August 2, 1954 except pursuant to a commitment to insure issued on or before such date.
