Before, during, or after each census, the Secretary may run extra surveys. These surveys collect background and supporting statistics related to the main census topic. They're only used when needed to start, run, or finish the census.
Before a census begins, while it's happening, or after it's done, the Secretary may run surveys and gather preliminary and supplementary statistics connected to the census's main topic. This is allowed whenever it's needed to help start, carry out, or complete the census required by this chapter.
In advance of, in conjunction with, or after the taking of each census provided for by this chapter, the Secretary may make surveys and collect such preliminary and supplementary statistics related to the main topic of the census as are necessary to the initiation, taking, or completion thereof.
