The Secretary must carry out the duties this title assigns, may issue whatever regulations are needed to do that, and may hand off those functions and rule-making power to Commerce Department officers and employees the Secretary chooses.
The Secretary must perform the functions and duties this title assigns, and may issue whatever rules and regulations the Secretary judges necessary to carry them out. The Secretary may also delegate performing those functions and duties, and the power to issue those rules and regulations, to whichever officers and employees of the Department of Commerce the Secretary designates.
The Secretary shall perform the functions and duties imposed upon him by this title, may issue such rules and regulations as he deems necessary to carry out such functions and duties, and may delegate the performance of such functions and duties and the authority to issue such rules and regulations to such officers and employees of the Department of Commerce as he may designate.
