14 U.S.C. § 2731 — Delegation of powers to make awards; rules and regulations

The President may delegate award-making powers under this chapter to the Secretary, subject to conditions and limits. The President may also issue rules and orders needed to make the awards.
The President may delegate to the Secretary*, under conditions, regulations, and limits the President prescribes, the powers this chapter gives the President to make its designated awards. The President may issue any rules, regulations, and orders the President considers necessary for making those awards.
The President may delegate to the Secretary*, under such conditions, regulations, and limitations as he prescribes, the powers conferred upon him to make the awards designated in this chapter, and the President may make any and all rules, regulations, and orders which he deems necessary in the conferring of such awards.
