The Commandant can name any Coast Guard officer, including petty officers, as captain of a port. This covers ports, nearby high seas, or waters under U.S. jurisdiction. The Commandant decides this whenever it helps the Coast Guard do its job.
The Commandant* may designate any officer — including any petty officer — as captain of a port or ports, or of nearby high seas or waters over which the United States has jurisdiction. The Commandant makes this designation whenever the Commandant thinks it's necessary to help carry out Coast Guard duties.
Any officer, including any petty officer, may be designated by the Commandant* as captain of the port or ports or adjacent high seas or waters over which the United States has jurisdiction, as the Commandant deems necessary to facilitate execution of Coast Guard duties.
