Eligible users may obtain free Golden Gate Bridge travel by presenting an authorization at the toll lanes. Designated military or naval officers issue and sign it, but the bridge district may accept another device or method and may make agreements to administer the right.
(a) The free use of the Golden Gate Bridge provided by section 1002 of this title is granted when the user presents and surrenders at the toll lanes an authorization certifying that the traffic is entitled to use the bridge free of toll. A military or naval officer designated for this purpose must issue and sign the authorization under regulations prescribed by the Secretary of the Army or Secretary of the Navy, as applicable. The designated officers’ names and signatures must be given to the Golden Gate Bridge and Highway District. After that, the district must accept authorizations signed by those officers as initial evidence of the facts stated in them.
(b) Despite subsection (a), the right to use the bridge free of toll may be established by another device or method acceptable to the Golden Gate Bridge and Highway District. The Secretary of the Army and the district, and the Secretary of the Navy and the district, may make appropriate agreements to ensure that the right is exercised effectively, conveniently, and fairly.
The use of the Golden Gate Bridge free of toll, provided for in section 1002 of this title, shall be granted upon the presentation and surrender at the toll lanes of an authorization certifying that the traffic in question is entitled to such right. Such authorization shall be issued and signed by any military or naval officer designated for such purpose in accordance with regulations which shall be prescribed by the Secretary of the Army and the Secretary of the Navy, respectively. The names and signatures of officers so designated shall be furnished to the Golden Gate Bridge and Highway District, and thereafter authorizations signed by them shall be accepted by such bridge and highway district as prima facie evidence of the facts stated therein.
Notwithstanding the provisions of subsection (a), such right to use the Golden Gate Bridge free of toll may be established by any other device or means which may be acceptable to the Golden Gate Bridge and Highway District; and the Secretary of the Army and the Golden Gate Bridge and Highway District, and the Secretary of the Navy and the Golden Gate Bridge and Highway District, may enter into any appropriate agreements to secure the effective, convenient, and just exercise of such right.
