The Secretary must send scientific or technical information with possible practical military value to the armed services. The Secretary must send other information to the heads of Government agencies responsible for related activities.
The Secretary must refer to the armed services all scientific or technical information that comes to the Secretary’s attention and that the Secretary considers to have immediate or possible practical military value or importance. The Secretary must refer such information to the heads of other Government agencies when it relates to activities for which those agencies have primary responsibility.
The Secretary is directed to refer to the armed services all scientific or technical information, coming to his attention, which he deems to have an immediate or potential practical military value or significance, and to refer to the heads of other Government agencies such scientific or technical information as relates to activities within the primary responsibility of such agencies.
