The Secretary must keep records of weather modification activities and publish summaries sometimes. Most reports and information the Secretary receives must be shared publicly. But some confidential information can only be shared with government agencies, in court, or to protect public health.

(a) Records, maintenance; summaries, publication. The Secretary must keep a record of weather modification activities (including attempted ones) happening in the United States, and must publish summaries of that record from time to time, whenever the Secretary decides to. (b) Public availability of reports, documents, and other information. All reports, documents, and other information the Secretary receives under this chapter must be made available to the public as fully as practical. (c) Disclosure of confidential information; prohibition; exceptions. While carrying out this section, the Secretary must not disclose information that is protected under section 1905 of title 18 and that isn't otherwise available to the public -- except in three situations: (1) to other federal departments, agencies, and officials, for their official use, if they ask; (2) in a judicial proceeding, under a court order written to protect the information's confidentiality without hurting the case; and (3) to the public, if necessary to protect people's health and safety.
