Except for section 4908, this chapter does not independently authorize the Federal Government to collect data or information from people or entities outside the Federal Government.
Except as provided in section 4908 of this title, nothing in this chapter is considered to give the Federal Government independent authority to collect data or information from individuals or entities outside the Federal Government.
Except as provided in section 4908 of this title, nothing in this chapter shall be considered to grant independent authority to the Federal Government to collect any data or information from individuals or entities outside of the Federal Government.
