15 U.S.C. § 720g — Study of alternative means of construction

(a) Requirement of study. If no application for a certificate or amended certificate of public convenience and necessity for construction and operation of an Alaska natural gas transportation project is filed with the Commission within 18 months after October 13, 2004, the Secretary must study alternative approaches to building and operating such a project. (b) Scope of study. The study must consider whether it is feasible to (1) create a Federal Government corporation to build an Alaska project; and (2) secure other ways to provide Federal financing and ownership, including combinations of Government and private corporate ownership. (c) Consultation. While conducting the study, the Secretary must consult the Secretary of the Treasury and the Secretary of the Army, acting through the Chief of Engineers. (d) Report. When the study is complete, the Secretary must give Congress a report describing (1) its results; and (2) the Secretary’s recommendations, including proposed legislation to carry them out.
