15 U.S.C. § 720m — Sense of Congress concerning Alaskan ownership

Congress states that Alaska Native Regional Corporations, Alaskan companies, and individual Alaskans should have a chance to own shares in the Alaska natural gas pipeline. It also states that all project sponsors should negotiate in good faith with willing Alaskans who want to participate.
Congress states that (1) Alaska Native Regional Corporations, companies owned and operated by Alaskans, and individual Alaskans should have an opportunity to own shares of the Alaska natural gas* pipeline in a way that promotes Alaska’s economic development; and (2) to support that development, all project sponsors should negotiate in good faith with any willing Alaskan person who wants to be involved in the project.
It is the sense of Congress that—
Alaska Native Regional Corporations, companies owned and operated by Alaskans, and individual Alaskans should have the opportunity to own shares of the Alaska natural gas* pipeline in a way that promotes economic development for the State*; and
to facilitate economic development in the State, all project sponsors should negotiate in good faith with any willing Alaskan person that desires to be involved in the project.
