15 U.S.C. § 720l — Sense of Congress concerning natural gas demand

Congress states that North American demand for natural gas will rise greatly in coming decades and that both the Alaska and Mackenzie Delta projects will be needed. It also states that the Mackenzie Delta project will probably finish first and that Alaska gas will not displace Canadian Mackenzie Delta gas or gas from the 48 contiguous States.
Congress states that (1) North American natural-gas demand will increase dramatically over the next several decades; (2) both the Alaska Natural Gas* Pipeline and Canada’s Mackenzie Delta Natural Gas project will be needed to help meet that demand; (3) Federal and State* officials should work with Canadian officials so both projects can proceed in a mutually beneficial way; (4) officials should recognize that the Mackenzie Delta project’s smaller scope, fewer permits, and lower cost mean it will most likely finish before the Alaska pipeline; (5) production in the 48 contiguous States and Canada will not meet all domestic demand in coming decades; and (6) therefore, gas from Alaska’s North Slope will not displace or reduce the commercial viability of Canadian gas from the Mackenzie Delta or gas produced in the 48 contiguous States.
It is the sense of Congress that—
North American demand for natural gas will increase dramatically over the course of the next several decades;
both the Alaska Natural Gas* Pipeline and the Mackenzie Delta Natural Gas project in Canada will be necessary to help meet the increased demand for natural gas in North America;
Federal and State* officials should work together with officials in Canada to ensure both projects can move forward in a mutually beneficial fashion;
Federal and State officials should acknowledge that the smaller scope, fewer permitting requirements, and lower cost of the Mackenzie Delta project means it will most likely be completed before the Alaska Natural Gas Pipeline;
natural gas production in the 48 contiguous States and Canada will not be able to meet all domestic demand in the coming decades; and
as a result, natural gas delivered from Alaskan North Slope will not displace or reduce the commercial viability of Canadian natural gas produced from the Mackenzie Delta or production from the 48 contiguous States.
