15 U.S.C. § 720k — Alaska pipeline construction training program

(a) Program. (1) Establishment. The Secretary of Labor, called the “Secretary” in this section, must make grants to the Alaska Workforce Investment Board (A) to recruit and train adults and dislocated workers in Alaska, including Alaska Natives, in skills needed to build and operate an Alaska gas pipeline system; and (B) to design and build a training facility in Fairbanks to support an Alaska gas pipeline training program. (2) Coordination with existing programs. The program created with these grants must be consistent with the vision and goals in Alaska’s unified or combined plan, as appropriate, developed under section 3112 or 3113 of title 29. (b) Requirements for grants. The Secretary may make a grant under subsection (a) only if (1) Alaska’s Governor requests the funds and certifies in writing that there is a reasonable expectation that construction of the Alaska natural gas pipeline system will begin within 2 years after the certification; and (2) the Secretary of Energy gives the Secretary written concurrence after considering (A) the status of needed Federal and State permits; (B) financing available for the project; and (C) other relevant factors. (c) Authorization of appropriations. Congress authorizes appropriations of $20,000,000 for the Secretary to carry out this section. No more than 15 percent may be used for the facility described in subsection (a)(1)(B).
