15 U.S.C. § 790b — Administrative provisions

(a) The Director receives the salary set for level IV of the Executive Schedule under section 5315 of title 5. (b) For the Office’s functions, the Director, for the Administrator, may appoint and set the pay of professionally qualified employees, including up to 10 employees in GS–16, GS–17, or GS–18 positions authorized by section 766. (c) The Office’s functions and powers belong to or may be delegated to the Director. As allowed by law and consistent with this chapter, the Director may delegate suitable functions, including to a Federal officer or agency upon request. (d)(1) The Director must be available to testify to Congress about matters under the Director’s authority, including energy information and its analysis. (2) Every Federal Energy Administration appropriation request to Congress must identify the part intended for the Office and explain any difference between the requested amounts and the Director’s assessment of the Office’s budget needs.
