This law doesn't cancel other laws about Yellowstone National Park. The Secretary of the Interior and the Secretary of the Army keep their existing powers. They can still protect, improve, and control the park under those older laws.
This section makes sure this law doesn't cancel other, earlier laws about Yellowstone National Park. Under those earlier laws, the Secretary of the Interior and the Secretary of the Army both have certain powers over the park — specifically, the power to protect it, improve it, and control it. This section says nothing here should be read to take those powers away.
This Act shall not be construed to repeal existing laws conferring upon the Secretary of the Interior and the Secretary of the Army certain powers with reference to the protection, improvement, and control of the said Yellowstone National Park.
