The Secretary of the Interior can collect hot water at Hot Springs National Park. But water may only be collected when needed for proper distribution. If gravity alone can deliver the water properly, it should not be collected instead.
The Secretary of the Interior has authority to collect the hot water at Hot Springs National Park. This section limits that authority: the Secretary can only collect water where doing so is necessary to properly distribute it. Where gravity alone can properly deliver the water without needing to collect it, the Secretary should not collect it.
The authority conferred upon the Secretary of the Interior to collect the hot water upon said Hot Springs National Park shall be so construed as to require water to be collected only where such collection is necessary for its proper distribution, and not where by gravity the same can be properly utilized.
