Congress explains why it created programs about the U.S. Constitution's bicentennial. It found that 1987's bicentennial celebrations included valuable educational programs that should continue. Congress's goal is to fund a resource center, exhibits and archives, and Constitution-focused programs at National Park sites.
This section lays out Congress's findings and goals behind Constitution-related programs.
(a) Findings. Congress found that: (1) 1987 marked the 200th anniversary of the signing of the U.S. Constitution; (2) that bicentennial included events run by the Federal Commission on the Bicentennial of the United States Constitution, plus state and local commissions; (3) those bicentennial activities included valuable educational programs that raised public awareness of the Constitution and democracy; (4) Constitution education should keep going after the bicentennial, to document its impact on the nation and honor people important to its history; and (5) National Park System sites preserve and explain key places connected to the Constitution's history.
(b) Purposes. Based on these findings, Congress's policy is to provide: (1) the resources for a national resource center that runs ongoing Constitution education programs; (2) exhibits and archives connected to the Constitution's bicentennial; and (3) interpretation of the Constitution at National Park System units especially relevant to its history.
Congress finds that:
1987 was the bicentennial of the signing of the United States Constitution;
commemoration of the Constitution’s bicentennial included various events conducted by the Federal Commission on the Bicentennial of the United States Constitution, and State and local bicentennial commissions;
bicentennial activities included important educational and instructional programs to heighten public awareness of the Constitution and the democratic process;
educational programs for the Constitution should continue after the bicentennial to document its profound impact on the political, economic and social development of this Nation, and in order to recognize those Americans instrumental in the history of the Constitution; and
units of the National Park System preserve and interpret key historic sites that document the history of the origins, subsequent development, and effects of the United States Constitution on this Nation.
It is therefore the policy of the Congress to provide each of the following:
the necessary resources to develop a national resource center to undertake, on an ongoing basis, educational programs on the Constitution;
exhibits of, and an archives for, programs on or related to the recent bicentennial of the United States Constitution; and
interpretation of the United States Constitution at those units of the National Park System particularly relevant to its history.
