16 U.S.C. § 410cc–11 — Establishment of Lowell National Historical Park

(a) Establishment and administration of Lowell Historic Preservation District (1) This section creates the Lowell National Historical Park in Lowell, Massachusetts, as part of the National Park System. It also creates the Lowell Historic Preservation District, an area next to the park. The Secretary of the Interior and the Commission both help run the preservation district. The park and district's boundaries are the ones shown on a map called "Lowell National Historical Park, Massachusetts," dated March 1978. Anyone can look at this map at the National Park Service office or the Lowell city clerk's office. (2) After June 5, 1978, the Secretary had to publish a detailed description and map of these boundaries in the Federal Register as soon as possible. (3) The park's boundaries grew to include five more pieces of land. These are shown on a map called "Boundary Adjustment, Lowell National Historical Park," numbered 475/81,424B and dated September 2004. (b) Boundary revisions; publication The Secretary can make small changes to the park and district boundaries. Before doing so, the Secretary must talk with the Commission and the Lowell city manager. The Secretary makes the change official by publishing a new drawing or description in the Federal Register. But the Secretary cannot add new land outside the current boundaries without permission from both the Lowell city manager and the Lowell city council. Any boundary change only takes effect after Congress gets written notice ahead of time.
