16 U.S.C. § 410cc–21 — Park management plan

(a) Submission date and contents of preparatory statement to Congress Within two years after money is first available for this subchapter, the Secretary must send Congress a statement that: (1) reports on progress buying the properties listed in section 410cc–22, and explains how the Secretary plans to use them; (2) lists properties in the park or district where the Secretary has made or plans to make interpretive-exhibit agreements under section 410cc–23(a); (3)(A) reports progress on leasing part of the Lowell Manufacturing Company on Market Street for a visitors' center near parking and transportation, and (B) lists any other park property the Secretary has leased or plans to lease; (4) reports any other actions the Secretary has taken or plans to take for this subchapter's purpose; and (5) includes a tentative budget for the park and district for the next five years. (b) Establishment, submission date, contents, etc., of plan (1) No later than three years after money is first available, the Secretary must create and send Congress a full park management plan covering the same topics as subsection (a). The public can see this plan on request. (2) After talking with the Commission, the Lowell city manager, and Massachusetts, the Secretary may revise the plan by publishing the changes in the Federal Register. A revision takes effect 90 days after Congress gets written notice of it.
