Within three years of December 23, 1987, the Secretary must send Congress a general management plan for the park and preservation district. The plan must follow federal planning law, consider a visitor transportation system, and address preserving and using Plains High School, including a possible agreement with the town.
Within three years of December 23, 1987, the Secretary* must write and submit to Congress a general management plan for using and developing the historical park* and preservation district*. That plan must (1) be prepared under section 100502 of title 54 and match this subchapter's purposes; (2) consider whether it makes economic sense and is needed to provide a visitor transportation system; and (3) address preserving and interpreting Plains High School, including how the town of Plains can appropriately keep using it. After deciding on the town's appropriate use of the high school, the Secretary may make a cooperative agreement with Plains about that use.
Not later than 3 years after December 23, 1987, the Secretary* shall develop and submit to the Congress a general management plan for the use and development of the historical park* and the preservation district*. Such plan shall—
be prepared in accordance with section section 100502 of title 54, and shall be consistent with the purposes of this subchapter;
include consideration of the economic feasibility and interpretive necessity of providing a transportation system for visitor use; and
address the preservation and interpretation of Plains High School (referred to in section 410hhhh(b)(2)(E) of this title) including appropriate use by the town of Plains.
Following a determination of the appropriate uses of the Plains High School for the town of Plains, the Secretary may enter into a cooperative agreement with the town concerning its use of the high school.
