16 U.S.C. § 410iii–7 — Cedar Creek and Belle Grove National Historical Park Advisory Commission

(a) Establishment This subsection creates the Cedar Creek and Belle Grove National Historical Park Advisory Commission. (b) Duties The Commission must (1) advise the Secretary on preparing and carrying out the general management plan described in section 410iii–6, and (2) advise the Secretary on identifying significant sites outside the Park's boundary needed to fulfill this subchapter's purposes. (c) Membership (1) The Commission has 15 members appointed by the Secretary: (A) one representing Virginia; (B) one each representing the local governments of Strasburg, Middletown, Frederick County, Shenandoah County, and Warren County; (C) two representing private landowners inside the Park; (D) one representing a citizen interest group; (E) one representing the Cedar Creek Battlefield Foundation; (F) one representing Belle Grove, Incorporated; (G) one representing the National Trust for Historic Preservation; (H) one representing the Shenandoah Valley Battlefields Foundation; (I) one ex-officio member representing the National Park Service; and (J) one ex-officio member representing the United States Forest Service. (2) Members elect a chairperson for a one-year term, renewable once. (3) A vacancy is filled the same way the original appointment was made. (4)(A) Each member serves a three-year term and may be reappointed up to two more times; (B) among the first members, the Secretary must appoint four for one-year terms, five for two-year terms, and six for three-year terms. (5) A member may keep serving after their term ends until a successor takes office. (6) The Commission acts and advises by a majority vote. (7) The Commission must meet at least quarterly, called by the chairperson or a majority of members. (8) Eight members make a quorum. (d) Compensation Members serve without pay; members who are already full-time federal, Virginia, or local government employees get no extra pay for Commission service. (e) Travel expenses While traveling for Commission work away from home or their regular workplace, members get travel expenses, including a per diem, the same way as people employed intermittently by the government, under section 5703 of title 5. (f) Hearings; public involvement The Commission may hold hearings, meet, take public testimony, and gather evidence as it sees fit to carry out this subchapter, but it may not issue subpoenas or use any subpoena power.
