16 U.S.C. § 410ww–22 — Dayton historic resources preservation and development plan

(a) In general: Within 2 years of the Commission's first meeting, it must send the Secretary a preservation and development plan, which may cover the Wright-Dunbar Historic District, the Dunbar Historic District, the Ed Sines House, the Daniel Fitch House, and 45 sites listed in a National Park Service study document. Within 90 days of getting the plan, the Secretary must approve it or send it back with comments; if the Secretary does neither within 90 days, the plan is automatically approved. If the Secretary disapproves it, the Commission must submit a revised plan. The plan must set specific preservation and interpretation goals and a priority timetable, and the Secretary must send the approved plan's copies to Congress. (b) Contents of plan: The plan must (1) set detailed goals for preserving, protecting, improving, and using the sites' resources; (2) identify properties that should be preserved, restored, developed, maintained, or acquired; (3) include a tentative 5-year budget; (4) propose a management strategy and permanent organization to coordinate these resources and related aviation properties; (5) recommend ways to partner with federal, state, and local governments and the private sector to develop and preserve these resources; (6) propose transportation links, including walking and biking paths, between historic aviation sites, including a connection between the Wright-Dunbar Historic District and Wright-Patterson Air Force Base's historic resources; (7) address private vehicle use, traffic, parking, and public transit; (8) propose education and culture programs to build appreciation of these resources; (9) set standards for building, preserving, restoring, changing, and using these properties; and (10) create an index of documented historical and cultural evidence for Miami Valley property tied to the Wright brothers, aviation history, or Paul Laurence Dunbar. (c) Consultation: While writing the plan, the Commission must consult local government and federal or state agency officials who oversee historic aviation resources in the Miami Valley, plus affected property owners and business, historic, professional, neighborhood, and citizen groups.
