This section says significant caves on Federal lands are part of the Nation’s natural heritage and may need protection. It states the purposes and management policy of the chapter.
(a) Findings. Congress finds that significant caves on Federal lands* are valuable and irreplaceable parts of the Nation’s natural heritage. Some are threatened by improper use, increased recreation, urban expansion, and lack of specific legal protection.
(b) Purposes. The chapter seeks to secure, protect, and preserve significant caves on Federal lands for everyone’s continuing use, enjoyment, and benefit. It also seeks more cooperation and information-sharing between government authorities and people who use Federal caves for science, education, or recreation.
(c) Policy. The United States’ policy is to manage Federal lands so that, as far as practical, significant caves are protected and maintained.
The Congress finds and declares that—
significant caves on Federal lands* are an invaluable and irreplaceable part of the Nation’s natural heritage; and
in some instances, these significant caves are threatened due to improper use, increased recreational demand, urban spread, and a lack of specific statutory protection.
The purposes of this chapter are—
to secure, protect, and preserve significant caves on Federal lands for the perpetual use, enjoyment, and benefit of all people; and
to foster increased cooperation and exchange of information between governmental authorities and those who utilize caves located on Federal lands for scientific, education, or recreational purposes.
It is the policy of the United States that Federal lands be managed in a manner which protects and maintains, to the extent practical, significant caves.
