16 U.S.C. § 4501 — Forestry and related natural resource assistance

(a) Focus. To maximize the impact of activities under this chapter, the Secretary must focus them on key countries that could substantially affect greenhouse-gas emissions related to global warming. (b) International activities. For forestry and related natural-resource activities outside the United States and its territories and possessions, the Secretary of Agriculture may: (1) support sustainable development and global environmental stability by assisting with (A) forest conservation and sustainable management; (B) plantation technology and tree improvement; (C) restoration of cutover land, eroded watersheds, and areas damaged by wildfire or other natural disasters; (D) preventing and controlling insects, diseases, and other damaging agents; (E) disaster preparedness, training, and operations; (F) fuller use of forest products to conserve resources; (G) protecting and improving rangelands; and (H) protecting and improving wildlife and fish habitat; (2) share technical, management, extension, and administrative skills for public and private natural-resource administration; (3) provide education and training to transfer and use scientific information and technology; (4) exchange science and conduct cooperative research with foreign government, education, technical, and research institutions; and (5) cooperate with domestic and international organizations advancing programs to manage and protect forests, rangelands, wildlife, fisheries, and related resources. (c) Eligible countries. In a country receiving Agency for International Development assistance, the Secretary may undertake (b) activities only at the request of, or with the concurrence of, the Agency's Administrator.
