The Secretary must allow hunting and fishing, including shellfishing, at Cape Lookout. He can still ban it in certain zones or times for safety reasons. Except in emergencies, he must first consult North Carolina wildlife officials.

This section has no lettered subsections. The Secretary must permit hunting and fishing, including shellfishing, on the land, marsh, and water he controls within Cape Lookout National Seashore, following North Carolina and federal law. However, he can designate zones and set time periods where no hunting or fishing is allowed, for reasons of public safety, park administration, fish or wildlife management, or public use and enjoyment. Except in emergencies, any such rules can only take effect after the Secretary consults with the North Carolina Wildlife Resources Commission and the North Carolina Department of Conservation and Development.
