16 U.S.C. § 460ffff–2 — Management plan

(a) In general. Within three years of March 12, 2019, the Secretary must create a comprehensive long-term management plan for the Scenic Area. (b) Consultation. While creating the plan, the Secretary must consult (1) state, tribal, and local governments, including Inyo County and the Tribe, (2) utilities like Southern California Edison and the Los Angeles Department of Water and Power, (3) the Alabama Hills Stewardship Group, and (4) the public. (c) Requirement. The plan must include rules for maintaining existing public utility and other rights-of-way in the Scenic Area. (d) Incorporation. The Secretary may let people do casual-use mining with hand tools, metal detectors, hand-fed dry washers, vacuum cleaners, gold pans, small sluices, and similar items. (e) Interim management. Until the plan is done, the Secretary manages the Scenic Area under the purpose described in section 460ffff–1(b) of this title.
