16 U.S.C. § 460lll–22 — Advisory Board

(a) Establishment - Within 90 days of the transfer date under section 460lll-41, the Secretary must create the Land Between the Lakes Advisory Board. (b) Membership - The Board has 13 members: (1) 4 appointed by the Secretary - (A) 2 who live in Kentucky and (B) 2 who live in Tennessee; (2) 2 appointed by Kentucky's Fish and Wildlife Commissioner or that person's designee; (3) 1 appointed by the Tennessee Fish and Wildlife Commission or its designee; and (4) 2 appointed by officials from each of the 3 counties containing the Recreation Area. (c) Term - (1) Members serve 5-year terms. (2) They may serve more than one term, but not two terms in a row. (d) Chairperson - The Forest Service's Regional Forester chairs the Board. (e) Rules of procedure - The Secretary sets the Board's procedural rules. (f) Functions - The Board advises the Secretary on: (1) getting public input for the land and resource management plan, (2) environmental education, (3) an annual work plan for recreation and environmental education, including the heritage program, funded by the Land Between the Lakes Management Fund's non-appropriated money, (4) an annual forest management and harvest plan, and (5) the Management Fund itself. (g) Meetings - (1) The Board must meet at least twice a year. (2) Meetings are open to the public. (3) The chairperson must give two weeks' public notice of each meeting, through local news media, a Department of Agriculture public website, and other means. (4) The Secretary must publish each meeting's minutes on a Department of Agriculture public website. (h) No termination - The usual federal advisory-committee expiration rule (section 1013(a) of title 5) doesn't apply to this Board - it doesn't automatically end.
