16 U.S.C. § 543e — Scenic Area Advisory Board

(a) A Scenic Area Advisory Board (the “Board”) is established. The Secretary must consult it and seek its advice and recommendations about (1) Scenic Area administration, policies, programs, and activities under sections 543 through 543h; (2) preparing and carrying out the comprehensive management plan; and (3) locating the visitor center authorized by section 543c(f). (b) The Board has nine members: (1) five appointed by the Mono County Board of Supervisors; (2) two appointed by California’s Governor, one of whom must work for the California Division of Parks and Recreation; (3) one appointed by Los Angeles’s mayor; and (4) one appointed by the Secretary, who must work for the Forest Service. (c) Each member serves three years. Initial terms are: (1) the five county appointees serve one one-year term, two two-year terms, and two three-year terms; (2) the two Governor appointees serve one year and three years; (3) the mayor’s appointee serves two years; and (4) the Secretary’s appointee serves three years. (d) Members had to be appointed within 90 days after September 28, 1984. At its first meeting, the Board must elect a Chair. (e) The Secretary or a designee must meet and consult with the Board from time to time, at least once a year, about Scenic Area administration. (f) Members serve without compensation. The Secretary may pay reasonable Board and member expenses incurred in performing duties under sections 543 through 543h, based on vouchers signed by the Chair. (g) A vacancy is filled in the same way as the original appointment. (h) A majority of appointed members is a quorum. (i) The Board ends ten years after its first meeting.
