Congress authorized as much money as needed to carry out this whole law. Two other sections set their own separate funding caps that apply instead.
Congress may appropriate whatever amount of money is necessary to carry out this subchapter. The only exceptions are sections 460nnn–91(c) and 460nnn–122, which set their own separate funding rules that apply instead of this general one.
Except as provided in sections 460nnn–91(c) and 460nnn–122 of this title, there is hereby authorized to be appropriated such sums as may be necessary to carry out this subchapter.
