16 U.S.C. § 460nnn–12 — Purpose and objectives of Cooperative Management and Protection Area

(a) Purpose. The purpose of the Cooperative Management and Protection Area is to conserve, protect, and manage Steens Mountain's long-term ecological health, for the benefit of people living now and in the future. (b) Objectives. To carry out that purpose, the Secretary must manage the area with five goals in mind: (1) build up cooperative and innovative management projects, programs, and agreements among tribal, public, and private interests; (2) promote grazing, recreation, historic, and other uses that can be sustained over time; (3) protect and guarantee the Burns Paiute Tribe's traditional access to cultural, gathering, religious, and archaeological sites on federal land, while promoting cooperation with private landowners; (4) protect and improve the area's ecological, social, and economic environment — including its geology, wildlife, rivers and streams, and scenery; and (5) build cooperation, communication, and understanding among Steens Mountain's different users, and reduce conflict between them.
