New mining claims after October 21, 1970 must follow the Secretary's rules protecting scenery and water. Older, already-valid mining claims keep their existing rights unaffected.

(a) This law doesn't change how United States mining laws apply to federally owned land in the Area, except that any prospecting or mining claims started after October 21, 1970, must follow reasonable rules the Secretary sets to carry out this law's purposes. Any patent issued for such a claim must say so and stay subject to those rules. All such rules must, among other things, reasonably protect the Area's scenic and beautiful qualities and prevent pollution of its streams and waters. (b) Nothing here limits the rights of anyone who already owned a valid mining claim before that date.
