The Secretary manages the Area's public land under existing authority over California lands from a 1934 order. That authority applies only when it helps carry out this law's purposes.
Except where this law says otherwise, the Secretary manages public land in the Area using any legal authority available for conserving, developing, and managing natural resources on California public lands withdrawn by Executive Order 6910 (November 26, 1934) — as long as using that authority helps carry out this law's purposes.
Except as may otherwise be provided in this subchapter, the public lands within the area shall be administered by the Secretary under any authority available to him for the conservation, development, and management of natural resources on public lands in California withdrawn by Executive Order Numbered 6910, dated November 26, 1934, to the extent that he finds such authority will further the purposes of this subchapter.
